Speaking virtually at the groundbreaking ceremony of the new outsourced semiconductor assembly and test (OSAT) facility of HCL Group and Taiwan’s Hon Hai Precision Industry Co (Foxconn) at Jewar in Uttar Pradesh, Modi said India is striving to join the leading nations in providing processing power to the world.
“This semiconductor factory will provide large-scale employment for the youth, as these units attract design houses, research and development centres, and startup ecosystems,” he said.
India Chip-the company setting up the OSAT facility-is a 60:40 joint venture between HCL and Foxconn, the world’s largest contract electronics manufacturer. The company will be investing ₹3,706 crore to build the facility that would produce compound semiconductors, sensors, and display driver components for mobile, automotive, and consumer electronics sectors.
When operational in 2028, it would be the first factory in India manufacturing display driver chips. The project is expected to create more than 3,500 direct and indirect jobs, build local supply chains, and attract ecosystem partners across the semiconductor value chain, the companies said.
Also speaking at the event, UP chief minister Yogi Adityanath said the HCL-Foxconn venture reflects rising investor confidence in the state, and heralded the growth of Jewar as a key industrial node.
Electronics and information technology minister Ashwini Vaishnaw said UP has emerged a key anchor in India’s electronics landscape, producing half of the mobile phones produced in India.
